EVENT_INITCOMPLETE is a Misc Event.

It is called after the game has finished all initialization, just before the main loop starts. No current player is set for this event.

It occurs after EVENT_INIT and EVENT_SETDEFAULTS, and thus allows accessing of structs and values that are not available in EVENT_INIT.
